The Defense measure also dropped several proposals that had been included in the original House or Senate versions. These included: House language to reduce the DoD acquisition work force by 13,000 positions, most of them civilian, in the current fiscal year; House language to limit the use of contracting out at DoD until certain conditions were met and to require that savings of at least 10 percent be proven before work can be privatized; and House language that would have required that the same standards be applied to both white-collar and blue-collar employees for hazardous duty pay for exposure to asbestos.
