The DoD proposal also raises the possibility of converting certain uniformed military positions to federal employee positions, in effect creating jobs at an agency that has undergone severe downsizing over the last decade. A recent Congressional Budget Office report said that between 20,000 and 90,000 slots now filled by military personnel are not inherently military and could be taken over by federal workers. It further said that although there have been many similar proposals in the past, only a small percentage of the Defense Department’s total positions, both military and civilian, have been subjected to review. It singled out as possible candidates for conversion certain positions in morale, welfare and recreation operations, legal services and support, and certain other support functions.
