The Senate measure also orders OPM to report on its steps to improve communication to employees about dependent care programs and orders OPM to step up use of Intergovernmental Personnel Act mobility programs–which provides for temporary assignments of employees between the federal government and state and local governments–to employ nurses. The measure meanwhile includes several long-running provisions including a general ban on employee training that is not directly job-related; a ban on providing employee names and home addresses to unions or other groups that might wish to use them for recruiting purposes; and a general requirement that FEHB plans continue to cover prescription contraceptives.
