The House DoD bill also would: eliminate certain restrictions on the use of military leave by federal employees on active Guard or Reserve duty; allow employees mobilized for contingency operations to continue Federal Employees Health Benefits coverage for up to 24 months-rather than the current 18-and authorize employing agencies to pay both the employee and employer shares; allow agencies to access the National Driver Register for use in personnel security investigations; ease the granting of waivers related to security clearances; and expand employment preferences for spouses of DoD civilian employees who have been assigned under a mandatory mobility agreement or similar mobility program to give them the same preferences as spouses of military members.
