Because the spending bill was not finalized by the end of November, President Bush issued a letter to
Congress announcing that he was blocking the 10.6 percent average locality pay that otherwise would
have kicked in under federal pay law. The order had the effect of setting a 2.5 percent
across-the-board raise for January 2005
