However, 48 percent of the respondents said they would like additional training to improve their own job performance, the same percentage as in 2000. NASA, State and EPA employees were the most likely to agree that their organization gives them a real opportunity to improve their skills, while DHS, HUD and Transportation employees were the least likely to agree. Seventeen percent said that in the last two years they had been unfairly denied a job or promotion, 12 percent said they had been deliberately misled by an agency official about their rights to compete for a job or promotion, 3 percent said they had been influenced by an agency official to withdraw from a competition in order to help another person’s chances, and 3 percent said they had been the victim of nepotism in a hiring decision. Those responses were down slightly from the 2000 survey.
