President Bush has signed into law (P.L. 108-445) legislation to reform the pay-setting practices for
doctors at the Department of Veterans Affairs, by creating a multi-tiered system of base pay,
market-based pay and performance pay. The base pay scale would range from $90,000 to $133,000, with
salaries set according to length of employment with VA. On top of that would be market-based pay based on
