During the House-Senate conference on the fiscal 2005 Defense Department authorization bill, numerous provisions affecting civilian personnel were either dropped or modified. For example, language to require agencies to make up the difference between federal and military salaries for employees mobilized into active duty was dropped for funding reasons, and some planned changes in the DoD acquisition work force also were dropped.
