Do you have to take an annuity to get FEHB benefits?

My spouse would like to receive FEHB benefits while I’m alive but does not want them when I retire as he can go to the VA. It is my understanding that if you take FEHB you must also draw an annuity – is that the case?

You can have family or self+one coverage while you are working so your spouse is covered. Upon your retirement, you can continue that coverage with or without electing a survivor benefit. However you must elect a survivor benefit for your spouse to be eligible to continue FRHB upon your death and you also must have had either family or self+one coverage at that time.
