Do I get a retirement supplement if my income exceeds the social security limit?

If my earned income exceeds the social security limit by $20,000 in a calendar year and my special retirement supplement is $500/month, does that mean my SRS will be zero for 20 months?

Where can I find the rules/policy/law that addresses this?

You can find the regulations dealing with what OPM calls the “Retiree Annuity Supplement” in Part 51A3 of the CSRS and FERS Handbook. The Handbook can be found on the OPM website.
To answer your question – no, your supplement will not be $0 for 20 months. The earnings test is an annual occurrence, so the longest your supplement would be affected is 12 months.
