Can Federal Law Enforcement Count non-LEO Service for Retirement?

Currently I work as Federal Law Enforcement, but previously worked for another federal agency in a non-law enforcement role. Does that non-law enforcement time count toward my LEO age and service time for LEO retirement? (Age 57 & 20 yrs service, or any age & 25 yrs service). Would I still qualify for the 10% penalty exemption withdrawals?

For FERS retirement purposes, in order to retire under the special provisions for a Law Enforcement Officer, you must have worked 20 years as a federal civilian LEO and be at least age 50 or have 25 years as a federal civilian LEO at any age. Any other time you have worked as a civilian that was not LEO service counts as “other” service but does not count towards the required LEO service to collect the enhanced annuity and retire at the younger age with less years of service.
If your last question pertains to your TSP withdrawal and not FERS, in order to avoid the 10% early withdrawal penalty for TSP, you must retire under the LEO retirement option. Otherwise, to avoid the 10% early withdrawal penalty for TSP, you must have left federal service in the year you reached age 55 or older.
