High 3 calculation for LEO retirement if your high 3 were in non-LEO position.

Is your high-3 for LEO retirement calculated only on time as a LEO or on whole career? For example, everyone at the BOP (if you’ve worked at least 3 years in a prison) will get LEO retirement. But the agency pays much less than others for the same job. If after 20 years, someone goes to another agency for a higher salary, is the LEO retirement calculated on overall high-3 or just the first 20?

To answer your question, your high-3 average salary is the highest 3 years in your work history even if not in a LEO position. But let's address a comment you made "For example, everyone at the BOP (if you’ve worked at least 3 years in a prison) will get LEO retirement." That is not an accurate statement. One needs 20 years as a LEO to collect a LEO retirement, not 3.
