I elected a FERS survivor annuity for my spouse. I have to provide survivor from TSP too?

Upon my spouse’s retirement I signed away my rights to receive a survivor benefit. I provide FEHB and FEGLI. My circumstances are quite reduced. He refuses to ‘grant permission’ to take a partial withdrawal, nor will he approve a monthly distribution. He could inherit my TSP, but he owns it already. His 2 siblings will be benefit and my 2 siblings will receive nothing. No kids or parents.

Because you are a married participant who is covered by FERS, your spouse can limit your TSP withdrawal choices. Without his consent, your sole choice is a joint life annuity with a 50% survivor annuity and no additional features. This may not be the best possible choice, but it at least allows you to get money out of the TSP.
If you do not opt for the above annuity, you're stuck during your lifetime as long as you are married. However, when you die, the person(s) who inherit your TSP account are those who are mentioned on the Form TSP-3 (designation of beneficiary). If your siblings are the ones listed on the form, then they will get the money. If it's your spouse, then he will receive it. You are allowed to change your beneficiary without spousal consent.
