If proposed changes to pension offset are approved, would those take place at the end of the fiscal or calendar year?

Everything you have read, are proposed changes. These proposals have a long way to go before become law or regulation. There is absolutely no way to know if they become law how they would be implemented. Sorry I cannot be more specific than that but some changes to the retirement system are effective with the date the law is signed and others are in the future.
