SS credits and Medicare

Social Security credits have nothing to do with Medicare eligibility. Medicare has separate credits and all federal employees have been earning Medicare credits since January 1, 1984. Therefore, even CSRS retirees have enough Medicare credits to be eligible for Part A with no premium.
On a similar note, the spouse of an individual who is entitled to Medicare is entitled to Medicare themselves if they have been married to that spouse for at least ten years.
