What is an agency’s responsibility when offering VERA/VSIP? If they put a canvass letter out to employees with a suspense date of Oct 16, are they responsible for notifying those who responded that they will/will not be offered a VERA/VSIP? This has happened where I work and our agency has not said

I could find no specific requirements for an agency to notify employees whether or not they had been accepted for a VERA/VSIP, though one would think that good management would dictate that they do. OPM requires that agencies have a plan for VERAs and that, if the agency makes changes in the number of applications it will accept, or changes in the closing date of the VERA period, that it notify employees.
If I had to guess, I would say that the agency probably has not yet made a decision.

Thank you. I agree that the agency probably has not made a decision, but I think it should have been respectful to its employees (who had to respond their interest by October) to let them know when to expect a decision. Many employees’ plans depend on the agency’s decision.
