Will we be able to convert Traditional TSP to Roth TSP within TSP when the new law is passed?

If you are referring to the Tax Cuts and Jobs Act, it has no effect on converting your traditional TSP balance into a Roth TSP balance. You are still prohibited by the TSP from doing so.
If, instead of TCJA, you are referring to the TSP Modernization Act, it also makes no changes to the prohibition on converting your traditional TSP to a Roth TSP.
