The commander of the Air Force’s doctrine and education program has spelled out goals intended to reinforce the link between instruction and real-world combat missions. The service wants to recruit and retain a cadre of experts in doctrine development and war gaming, develop and publish timely and relevant doctrines that can be assimilated into training manuals and regimens, determine how to best measure progress, and rid the program of outdated doctrines, says Maj. Gen. Stephen Miller, the commander of the Curtis E. LeMay Center for Doctrine Development and Education at Maxwell Air Force Base, Ala. We want to see people waiting for new doctrine because it will affect their jobs and make better war-fighters of them, Miller says.
