U.S. and Afghan military leaders entered into an agreement under which Afghan special-operations troops would assume the greater role in of battling insurgents. The memorandum of understanding, which Marine Corps Maj. Gen. John R. Allen and Afghan defense minister Abdul Rahim Wardak signed April 8, is a milestone in the continuing plan for Afghans ultimately to assume full control of their country’s security. Allen is commander of U.S. forces in Afghanistan. Under the agreement, Afghan authorities will assume control of the Parwan detention facility. "Today, we are one important step closer to our shared goal of a secure and sovereign Afghanistan," Allen said. "Together, we will realize this vision."
