
The Department of the Air Force took another step to streamline and modernize enlisted development.
The new Total Force Development policy calls for:
• Formalization of a structured continuum connecting base-level professional development to Enlisted Professional Military Education (EPME), focusing on “a more cohesive framework for enlisted career progression.”
• Establishment of installation development centers that will serve as hosts for Enlisted Foundations Courses. Active-duty and reserve airmen will need to complete these foundation courses by 2026 before then can take part in EMPE. National Guard airmen will need to meet the same requirement by 2027.
• Clarification of the roles of development instructors.
Schoolhouse policies also are being updated. For instance, pregnancy will not disqualify airmen from EPME. Deferrals and/or waivers would be available. Distance-learning attendees will receive clarifications regarding Extension Course Institute points.
Other changes will affect guardians. The role Space Force Directorate of Force Development is being explained. References to Space Training and Readiness Command references will be made when appropriate. Guardians who graduate from Vosler Fellowship I, II and III will be authorized to wear the EPME Graduate Ribbon. The relationship between Space Delta 13 and Air University is being clarified as well. Guardians also will have access to Space Force references relating to EPME, Foundations, fitness and other requirements.
