The Army is conducting a mandatory survey of its members, to determine who can speak foreign languages and which languages they speak. The survey is open to Army civilians as well, on a voluntary basis. "Foreign language skills are critical war-fighting enablers in the 21st century and have become increasingly important in the global war on terrorism," the service announced on the Human Resources Command Web site, https://www.hrc.army.mil/.
