The Army needs to close and realign more bases, the service’s civilian chief of installations told a panel of lawmakers during a March 3 hearing on Capitol Hill. “Without a BRAC [base realignment and closure] and the realized cost savings, the only alternative is to make up for shortages in base funding by increasing risk in readiness,” Katherine Hammack, the Army’s assistant secretary for installations, told the House Armed Services readiness subcommittee. Closures are necessary because force structures are declining, she told the panel.
