The government shutdown in early October greatly hindered morale among Army civilian employees, their boss told an audience at the 2013 Association of the U.S. Army Annual Meeting and Exposition Oct. 23. John Nerger, the executive deputy to the director of Army Materiel Command, said he was "troubled by the loss of trust" among employees. "They thought of their service as a profession," Nerger said. "We have to make a vow in the Army of never again furloughing our great professional civilians," he said.
