As Congress continues to wrangle over funding for Global War on Terrorism operations in Afghanistan and Iraq, the Army announced Nov. 28 plans to reduce operations at all of its bases. With no money forthcoming from Capitol Hill since the end of FY 2007 on Oct. 1, the Army has had to tap funds earmarked for operations and maintenance to pay for overseas combat activities. Base commanders were required to provide reviews of their operations, specifically identifying programs that do not directly affect life, health and safety, to Vice Chief of Staff Gen. Richard A. Cody by Dec. 4. Civilian employees could face furloughs, and contract projects may be cut back or suspended. Without additional money, the Army expects to run out of operation and maintenance funds by Feb. 23.
