The Defense Department has released details of its $555 million homeowner assistance program. Many active-duty and former members of the five armed services, civilian employees, and surviving spouses can apply on the Housing Assistance Program Web site, http://hap.usace.army.mil, and apply online for financial help that would offset some of the costs associated with recent significant loss in home values. The Web site also offers specific eligibility details.
