Calling the House version of the 2017 defense-spending bill as “budget gimmickry,” Defense Secretary Ashton Carter told an audience at the Navy League Sea-Air-Space exposition that he will urge President Obama to veto the bill. “It raids war funds in a time of war, when we have men and women deployed in operations in Afghanistan, Iraq and Syria,” Carter said. The House measure also threatens budget-reform initiatives, he said.
