The Defense Department shutdown the Combined Federal Campaign (CFC) during the shutdown. The campaign, which allows civilian and uniformed employees to allot money to charities through payroll deduction, was slated to begin Sept. 1 and continue through Dec. 15. The program was slated to resume when the government reopened its doors to all federal employees.
