In the climate of tight budgets, the Navy needs to focus more on forging partnerships and increasing payload capacity of vessels, Chief of Naval Operations Adm. Jonathan Greenert said during an April 9 discussion at the Navy League’s Sea-Air-Space Exposition in National Harbor, Md. Platform designs, Greenert said, should take a subordinate role in planning. “We need lower cost approaches. We need to tailor the ship more to the mission,” Greenert told his audience, composed largely of Navy personnel and representatives from industry. He also said that unpredictable budgets pose serious threats to the industrial base that supports the Navy’s mission.
