Even though nearly all attempts to hack Defense Department computers are thwarted, the chief of U.S. Cyber Command is not satisfied. Testifying Sept. 29 before the Senate Armed Services Committee, Adm. Michael Rogers said, “We are clearly not where we need to be.” Pegging the success rate at “95.5 percent,” Rogers identified two primary culprit nations: China and Russia, with China far ahead in attempts to penetrate U.S. military computer systems. “We are trying to overcome decades of a thought process where network security was not considered,” Rogers told the panel, according to Seapower Magazine.
