The Fleet Reserve Association reports that Congress is ready to move on the stalled 2009 Defense and Veterans Affairs appropriations bills, as well a measure to fund military construction. Congressional leaders have agreed to present the legislation to President Bush by Sept. 30, when the 2008 fiscal year ends. Ten other pieces still languish, however; as a result, the FRA reports, lawmakers will likely have to pass a continuing resolution to maintain spending at 2008 levels until the 2009 appropriations bills are approved. That will not happen before the November presidential election.
