DoD Outlines Plan To Trim Civilian Personnel

The Defense Department plans to rely mostly upon attrition to reduce the number of civilian employees. But if goals are not met, Pentagon leaders plan to put in a reduction in force (RIF) based on performance. Force-reduction tools under consideration include use of Voluntary Early Retirement Authority or Voluntary Separation Incentive Payment, hiring freezes, and termination of temporary appointments, the Pentagon announced Jan. 26.
