As the shift of forces and assets to Afghanistan from Iraq proceeds, the Defense Department should take measures to ensure the transition is conducted efficiently, according to the Government Accountability Office. In a Feb. 12 report to Congress, the GAO stated that DoD should:
* Develop good plans to move personnel and equipment, and close the Iraq facilities that no longer will be used;
* Assess the capability of facilities in Kuwait that will be used as transition points;
* Have a handle on potential infrastructure problems in Afghanistan;
* Account for possible limitations in equipment availability for the Army and Marine Corps, due to the high pace of ongoing operations;
* Assess intelligence, surveillance and reconnaissance capabilities in both theaters, and;
* Articulate a clear role for contractors, including provisions on their oversight.
