The Government Accountability Office (GAO) has determined that four percent of all copayment charges in 2010 made by the Veterans Health Administration (VHA) — to roughly 2.3 million veterans — were inaccurate and too high. The GAO made the determination in the aftermath of a 2009 hearing before Congress, at which witness testimony raised concerns about overcharges. GAO recommended that VHA establish better procedures to measure copayment charges accurately, and to assess the accuracy of copayment charges from time to time and make changes when necessary.
