Noting that the internee population at the Guantanamo Bay Naval Station, Cuba, detention facility now sits at 91, down from the nearly 800 at its highest, the Obama administration offered Feb. 23 its timetable for ultimately shutting it down altogether. To do that, officials want to identify detainees for transfer, monitor the potential threat posed by those who do not qualify for transfer, and continue pursuit of domestic and international legal avenues for bringing dangerous detainees to justice. The administration also will press Congress to change existing laws so that military commissions could “operate in a fair and impartial manner.”
