The chief of the National Guard Bureau would become a full member of the Joint Chiefs of Staff, under a provision included in the House version of the 2012 Defense Authorization Bill, which passed the chamber late last month. The Senate is considering a similar action, sponsored by Sens. Patrick Leahy, D-Vt., and Lindsey Graham, R-S.C.
