The House version of the 2016 defense-spending bill also calls for the Pentagon to take steps to address what lawmakers deem as “concern for depleted force readiness levels,” and other related issues. Among the provisions:
Requiring the Defense Department to “assess single points of failure” within the supply system, and a strategic plan for use or disposal of excess defense articles.

Assessment of services’ plans to address readiness and training protocols.

Investment in “technologically improved replacement parts,” to reduce long-term costs.

Rejection of any proposal to begin another round of base realignment and closure (BRAC).
