Retired Navy Vice Adm. Norb Ryan Jr., president of the Military Officers Association of America, told the Senate Armed Services Personnel Subcommittee March 14 what MOAA thinks about the Defense Department plan to drastically increase Tricare fees for military retirees under age 65. He called the plan “inappropriate and disproportional,” adding that a MOAA survey showed that 95 percent of active duty and retired members are against the planned hikes. He said the increases would “anger the troops, leave the health budget under-funded, and put our volunteer force at further risk.” He then offered a list of 16 ways DoD could cut military health care costs without resorting to fee increases.
