Citing budget constraints, the Navy announced April 14 that permanent-change-of-station (PCS) moves for as many as 14,000 sailors who have not yet received their orders could be delayed until the new fiscal year begins on Oct 1. "Delaying these moves will help us lie within the manpower resources we have been allocated," said Rear Adm. Don Quinn, the commander of Navy Personnel Command. Sailors who are separating from service, individual augmentees, those bound for Global War on Terror support assignments, new accessions, and organization moves are exempt from the PCS hold, as are persons selected for Joint Professional Military Education and graduate education billets and readiness moves.
