In an effort to control the number of sailors in specific ratings, the Navy is expanding its Perform to Serve (PTS) program to include all sailors in grades E-6 and below who have 14 years or less of service. The change took effect June 1. Previously, PTS included sailors with less than 10 years of service. Under the change, affected sailors who reach the End of Active Obligated Service (EAOS) date by Feb. 1, 2010, must submit a PTS application to personnel officials, whether or not they wish to stay in the Navy. Statistics show that 90 percent of all PTS sailors who wish to stay in can remain in their ratings. Good performers who cannot will be offered placement in new, understaffed ratings.
