The Navy has commenced assigning individual augmentees (IAs) as part of the normal detailing process. Phase One began in June for officers and will start in August for enlisted sailors. Navy Personnel Command will bring 1,200 Joint Manning Document GWOT billets into the normal detailing process as they open between September and December 2008. These billets account for about one-third of the active duty IA requirements that exist today. Phase Two will add additional billets, which will bring the total to about 80 percent of the IA requirements. Phase Three will add the emergent fill billets, which currently consist of about 20 percent of the requirements. The Navy expects the new process to improve the predictability of GWOT assignments, enable volunteerism, and improve manning stability at the unit level, while adding detailer involvement.
