The Navy wants more than 130,000 sailors to establish self-service accounts, which they can use to gain access to their records. The service still plans to adhere to a timetable to eliminate the old Enlisted Field Service Record beginning in January. "Once the paper record disappears, they will have to create an ESR (electronic service record) account if they wish to see what is in their record," said Art Tate, the manager of the plan to implement the electronic records system and do away with the paper one.
