In an expansion of the Foreign Language Proficiency Bonus (FLPB) program, the Navy has broadened FLPB eligibility to include Interagency Language Roundtable (ILR) Level 1 for Sailors (officer or enlisted) assigned to special operations, expeditionary combat, Fleet Marine Force, and Health Services Augmentation Program (HSAP) units. The directive, NavAdmin 072/07, also extends FLPB to Sailors who use their language skills in contingency situations, irrespective of language or assignment. In addition, the directive restores FLPB eligibility for Navy graduates of the Defense Language Institute (DLI) who have qualifying scores on the Defense Language Proficiency Test (DLPT). The NavAdmin also specifies that all Sailors receiving FLPB are eligible for deployment or reassignment to language-related duties.
