The fiscal 2006 National Defense Authorization Act modified two retirement regulations affecting officers. First, 4 percent of O-5s and O-6s in the Air Force and Navy will be allowed to retire after serving only two years in their rank. The minimum time in grade for all others will be three years. This action was taken because the Air Force and Navy are cutting back personnel. In the second change, officers with prior enlisted service will be allowed to retire as officers after eight years of commissioned service, rather than ten.
