Terrorists will likely launch a major nuclear or biological attack within the next five years unless the new president and Congress take action, according to a report released Dec. 2 by the congressionally appointed Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. "Ours remains a world at risk and our margin of safety is shrinking, not growing," said former Sen. Bob Graham, D-Fla., the commission chairman. Among the commission’s recommendations:

* Work with Pakistan and other nations in its vicinity to eliminate safe havens for terrorists there;

* Develop a plan to reduce the spread of biological weapons, and;

* Revitalize and add punch to the Nuclear Nonproliferation Treaty.
