Retired Air Force Brig. Gen. Allison Hickey resigned Oct. 19 as chief of the Veterans Benefits Administration. Hickey left under the shadow of another scandal beleaguering the second-largest bureaucracy in the federal government. Two administrators are facing federal scrutiny for creating lucrative new jobs within the Department of Veterans Affairs, and then taking the jobs themselves. The American Legion, the nation’s largest veterans’ service organization, had called for Hickey’s removal in the aftermath of the latest travails.
