Roughly 265,000 veterans who had been denied access to health care at Department of Veterans Affairs facilities because their income exceeds limits will be allowed to enroll. Congress restored eligibility for veterans who missed VA and geographic means tests by 10 percent or less in the department’s 2009 budget. The restoration should be complete by the end of June, VA officials say. Eligibility for veterans new to the system who did not have service-connected disabilities and had incomes above a certain threshold was suspended in January 2003.
