OMB has told federal agencies prioritize “bold, mission driven, and unapologetically in service of the American people” in their requests for research and development funding for the fiscal 2027 budget cycle.

While memos such as M-25-34 are routine issuances in advance the annual early-year budget request for the following fiscal year, it seeks a change from what it calls past “unfocused federal investments weighed down by woke ideology and diversity, equity, and inclusion initiatives.”

Priorities include: “ensure unrivaled American leadership in critical and emerging technologies” such as AI and quantum technologies and “unleash American energy dominance and explore new frontiers” in areas such a polar region research and ocean exploration.

Also: “strengthen American security” in areas such as advanced military capabilities; “strengthen and safeguard American health and biotechnology” in areas such as preparing for and responding to biological threats; and “assure America’s continued space dominance.”

Priority cross-cutting actions are to include implementing the administration’s “gold standard science” guidance; build the science and technology workforce; expand and make accessible world class research infrastructure; “revitalize and strengthen America’s S&T ecosystem”; and focusing on R&D “that is purpose-driven and unequivocally beneficial to the American people.”
