The NAPA survey tracked current and planned agency activities to prepare for the transition and showed that most agencies are following traditional patters through briefings on budget, mandate and risks.
The top stated preparatory activities cited by 50-70 percent of respondents were:
Preparing info on agency budget, funding issues, and if applicable, continuing resolutions agency;
Preparing info on agency mandate and any scheduled reauthorizations;
Scheduling briefings on key programs and initiatives;
Assessing sensitive issues that pose a threat to the agency and the administration; and,
Arranging briefings on who-does-what, including areas of staff expertise and gaps.
However, the survey also found scant experience among the government’s top career employees. With about 60 percent of respondents in the SES for under five years, most have not been through a presidential transition in their current role, and a third have not experienced a transition of the political leadership in their agency.
