The Army and the GSA have signed a memo of understanding under which the Army will use GSA’s One Acquisition Solution for Integrated Services (OASIS) and OASIS Small Business contracts for procurement of complex professional services.

OASIS is intended to provide a total solution contract vehicle for such projects and the Army intends to use the system to minimize duplication of contracting efforts; that agency accounts for nearly 17 percent of the government’s total spending on procurement contracts annually, according to the announcement.

OASIS is designed to address agencies’ needs for any professional services requirements that span multiple professional service disciplines; contain significant IT components, but are not IT requirements in and of themselves; contain ancillary support components commonly referred to as other direct costs; and require flexibility for all contract types at the task order level including cost reimbursement.

“The core disciplines of the contract will include program management services, management consulting services, logistics services, engineering services, scientific services, and financial services,” the announcement said.
