The Civilian Agency Acquisition Council and the Defense
Acquisition Regulations Council have proposed amending the
federal acquisition regulation to standardize the use of
earned value management government-wide, impacting
contracting officers, program managers and contractors
with EVM systems.
The announcement in the April 8 Federal Register says
the proposed FAR changes are necessary to implement EVS
requirements in Office of Management and Budget circular
A-11, part 7, requiring agencies to conduct “integrated
baseline reviews” as a way to measure actual versus
planned program costs and outputs and consider other
measures when making contracting decisions.
The councils are seeking comment on the proposed
regulations to determine if they should require IBRs
before or after contracts are awarded, and whether
businesses, or contracts, of a certain size should face
the same burden of using the complicated tool in the
already dense acquisition process.
